Any way you could mount a hoop with cloth or panty hose to it? that should provide excellent isolation without absorbing much sound. Another thought would be a potholder loom with rubber bands.  Just a few ideas from a poor country boy.

BTW, I lived more or less across the river from you in Moorestown, NJ, from 1970 to 1975.

In those days I lived in RI, where I grew up, although one of those years was spent in Europe. I didn't come to Philly until 1978.
